
REGIONAL DIRECTOR'S MESSAGE
It is indeed a Happy New Year for BFP Region 3. Thankfully with God's will, we have welcomed 2013 with a ZERO fireworks/pyrotechnics-related fire incidents for the whole month of December 2012, and a 46% reduction for the whole year. This is quite a feat considering that the province of Bulacan is the center of fireworks industry in the Philippines, where 50% of fireworks in the country came from.
This is due to the relentless efforts of the men and women of BFP R3 in implementing OPLAN INGAT PAPUTOK 2012 regionwide from 04 December 2012 to 03 January 2013 and OPLAN PAALALA 2012, from 16 December 2012 to 03 January 2013.
OPLAN INGAT PAPUTOK 2012, was conceptualized and implemented by BFP Region 3 to counter the threat posed by the presence of 236 manufacturers/traders of fireworks in Region 3 mostly in the Province of Bulacan. To do this, our men and women conducted an intensified fire safety campaign on three fronts: Manufacturing Sites; Establishments Engaged in Selling Fireworks; and End Users (Public), thru fire safety inspection and massive information campaign.
On the 2nd half of December 2012, OPLAN PAALALA was implemented to strengthen and enhance the fire safety awareness of the public and to raise the level of alertness of responding units.
Although there were seven (7) recorded fireworks-related incidents last year (2012) which is 46% lower than the previous year (2011), all of which occured prior to December this year, we in Region 3, are proud of what we have accomplished. This is the result of collective efforts of all BFP personnel across Central Luzon.

Regional DirectorNEW HIGHLIGHTSFirst Recruitment Process in 2013From the 223 applicants applied for the position of Fire Officer 1, only 89 recruits made it through and became FO1 lat March 22 2013. All applicants went through the recruitment process and on each stage, some failed with the passing rate the Bureau had made. The Oath Taking of the new recruits conducted on March 22 2013 at the Office of the Regional Director New Public Market, Del Pilar City of San Fernando Pampanga where the Regional Director, F/CSUPT ARIEL A BARAYUGA officiated the oath.

Click here for more images.Central Luzon Fire Olympics 3rd EncounterOnce again, the battle for the best fire fighting team all over region 3 came to a success as every team from the Uniformed, Industrial and Barangay Level showed their competency in the 3rd Central Luzon Fire Olympics. The event was held on March 21 2013 at CDC Grounds, Clark Freeport Zone. The Event was participated by the firefighters of the region coming from the BFP, Industrial and Barangay Level. The Olympics started with a brief program whom Mr Franco Alejo Madlangbayan was the Guest of Honor and Speaker. After the short program, the Fire Olympics started with the relay of torch and lighting the fire olympic torch by the different participating team. The Over-All Champion for the Uniformed Category was Team Bulacan. The Defending Champion, Mekeni Food Corp. of the Industrial Level failed to defend their title as the Team CDC won their first Over-All Championship. And for the Barangay Level, the Sto Cristo Fire Brigade retain their crown for the 2nd time.

Click here for more images.First Promotion Process in 2013In the first quarter of the year, The Regional Personnel Selection and Promotion Board headed by F/SSUPT LEONARD R BAÑAGO, avoided no phase in the promotion process of the applicants for promotion so that the deserving personnel will be promoted to the next higher rank. Through the efforts of the Regional Director of BFPR3 F/CSUPT ARIEL A BARAYUGA, the Regional Office were able to promote a total of 162 personnel from Fire Officer 1 to Senior Fire Officer 4.

Click here for more images.Seminar/Workshop on Petty Cash Disbursement SchemePetty cash is a small amount of discretionary funds in the form of cash used for expenditures where it is not sensible to make any disbursement by checque, because of the inconvenience and costs of writing, signing and then cashing the cheque. The most common way of accounting for petty cash expenditures is to use the imprest system. The initial fund would be created by issuing a cheque for the desired amount. As expenditures are made, the custodian of the fund will reimburse employees and receive a petty cash voucher with a receipt/invoice attached in return. At any given time the total of cash on hand plus reimbursed vouchers must equal the original fund. When the fund gets low the custodian (a bookkeeper or a member of the administration staff) requests a top up and submits the vouchers for reimbursement. (wikipedia)

Click here for more images.Fire Prevention Month Kick-Off CeremonyPresidential Proclamation No. 115-A as declared to be the official observation of Fire Prevention Month during the month of March is promoted to provide education and awareness to lessen the incidence of fire in the Philippines. The Philippine Summer can cause about 9,000 – 10,000 fire incidents nationwide. The Bureau of Fire Protection Region 3 headed by F/CSUPT ARIEL A BARAYUGA held the Kick-Off ceremony with a positive outlook, and that is to persistently inform the public of the danger and hazards brought about by fire. The observance of the Fire Prevention Month started with a worship service followed by a UNITY WALK and Motorcade participated by the different personnel form the National Government Agencies and some contingents from the Private Sectors. It was then succeeded by a short program and ended with a Fire and HAZMAT (Hazardous Material) Rescue Drill perfomed by the Firefighters of City of San Fernando Fire Station and The EMS and Special Rescue Unit of Region 3.

In connection with the upcoming preparation of Fire Prevention Month on March, the Bureau of Fire Protection Region 3 will be conducting the 3rd Central Luzon Fire Olympics at CDC Parade Grounds on March 21, 2013. Different teams from different provinces will collide to prove not only for their readiness to suppress fire but also to show their skills in firefighting. The Event will be participated by 7 provinces in region 3 which are categorized in 3 divisions; the Uniformed, Industrial and Barangay pigeonhole.
BFP R3 New Year's CallThe Bureau of Fire Protection Region 3 conducted its New Year's Call to CSUPT ARIEL A BARAYUGA CEO VI @ Walter Mart San Fernando Pampanga. The event is traditionally done to render courtesy salute to the regional director. It is also a chance for the RD to review the accomplishments of the region in the past year and to encourage his subordinates to surpass the last year's achievements.. The event started with a mass sponsored by BFP Aurora followed by the main program. There were also some officers who were given Medalya ng Kasanayan and Medalya ng Papuri for their efforts on their various designation in the agency. The affair concluded with a ceremonial toast headed by CSUPT BARAYUGA.

Click here for more images.New Year's Eve Fireworks InspectionAs the year ends, the community is preparing for the celebration of the upcoming 2013. For the Bureau of Fire Protection, this is another challenge for the agency, in a way that many people will overcrow using different fireworks display including the illegal ones. The aim of the BFP for this upcoming new year is to enforce the public to prevent if not minimize the use of fireworks that are dangerous to the populace. The OIC of the BFP, F/CSUPT RUBEN BEARIS JR together with the Regional Director of BFPR3 F/CSUPT ARIEL A BARAYUGA led the inspection of the different fireworks manufacturers and dealer in Bocaue , Bulacan which is the Fireworks Capital of the Philippines. This visitation was conducted to make sure that venders comply the necessary guidelines in selling fireworks and protect the people from the danger of Fireworks related incidents.
